Lismore, New South Wales
In Lismore, the 2021 Census counted 4.3 per cent of residents speaking a language other than English at home, led by German and Italian. The top two are neck and neck. The share in the City of Sydney is at least twice Lismore's.
These three top a list of small communities.
Across New South Wales, the share speaking another language is more than double. That puts Lismore in the upper half of New South Wales' councils.

Suburb pages list every language counted in that suburb.
Data: ABS Census of Population and Housing 2021, language used at home, summed from Statistical Area Level 2 to council. Changes are against the 2016 Census.
A note on method: 3,216 residents didn't state a language, and this page doesn't count them as speaking one. That's why 4.3% sits below the 11.6% you'd get by counting every blank, and below 4.6% measured across respondents only.
Figures for Lismore itself aren't affected by the small gap between summed suburbs and ABS national totals. Unnamed ABS categories are in every total and out of every ranked list.
