Blayney, New South Wales
The 2021 Census found one in 90 residents in Blayney speaking a language other than English at home, a small community in which German is the largest group. On its own, no other language reaches one in 100. Only 59 councils have a lower share.
Small as they are, German, Urdu and Filipino are the largest.
The share for the City of Sydney is more than twice as high as Blayney's. In the New South Wales table, Blayney is 122nd of 128.

Figures come from the ABS Census of Population and Housing 2021 (language used at home), aggregated from Statistical Area Level 2 to Local Government Area, with 2016 for comparison.
The headline 1.1% counts only residents who named a language other than English. 472 people left the question blank; treat every blank as another language and the figure is 7.4%, while measuring only those who answered gives 1.2%.
